Captain Kevin Mullaney of the U.S. Naval Academy is being recognized for spearheading transformative efforts to enhance leadership development through the creation of The Leader’s Compass, an AI-enabled mobile app. This innovative tool consolidates and modernizes the tracking of midshipmen's competencies and growth throughout their four-year development journey at the Academy, from Plebe to First Class.

Previously, the USNA faced challenges with fragmented data storage and accessibility issues for midshipmen and faculty, hindering effective analysis and leadership training. Captain Mullaney's solution involved collaborating with the Leadership Development Department to develop The Leader’s Compass, which integrates competency tracking and growth data into a single, secure platform. This initiative marks a pioneering effort within the Armed Forces, leveraging a no/low-code enterprise decision management platform with robust security protocols.

The app facilitates targeted competency development across academic, extracurricular, and brigade experiences, aligning with institutional objectives and supporting Department of Defense partners. It utilizes a competency framework developed by a multidisciplinary team of experts and integrates AI-enhanced features for data-driven insights and transparent reporting.

Benefits of these achievements include improved transparency, engagement, and efficiency in leadership development at the USNA. The Leader’s Compass provides midshipmen with a user-friendly interface for setting and tracking goals, receiving feedback, and accessing developmental resources. Faculty and staff benefit from streamlined data management and analytics capabilities, enhancing their ability to mentor and guide midshipmen effectively.

The Leader’s Compass has demonstrated high engagement rates and compliance among its users at the USNA, paving the way for broader implementation and potential adaptation across other military academies and units. It represents a paradigm shift in how leadership development and data reporting are managed within military educational institutions, with implications for enhancing overall program efficacy and optimizing resource allocation.

In summary, Captain Kevin Mullaney’s leadership and innovative approach with The Leader’s Compass have significantly advanced the US Naval Academy’s mission to cultivate future Navy leaders, setting a new standard for competency-based development and data-driven decision-making in military education.
