Justin Devero, as the State of Oklahoma’s Web Modernization Manager, is being recognized for being instrumental in transforming the state’s digital landscape to enhance public service delivery and citizen interaction with government agencies.

Recognizing the outdated and disjointed digital experiences residents faced, Justin spearheaded the creation of Oklahoma.gov, a unified portal offering seamless access to all state government services. This centralized platform replaced over 90 agency websites and 30,000 webpages, providing consistent and user-friendly digital experiences across desktop and mobile devices. By implementing a modern web content management system, Justin enabled non-technical staff to efficiently manage content, optimize self-service options, and deliver personalized notifications to residents.

Under Justin’s leadership, Oklahoma’s digital transformation has significantly improved public trust and engagement with government services. The streamlined platform includes a standardized payment system, simplifying transactions for residents and reducing bureaucratic hurdles. Moreover, initiatives such as e-signatures and digital document processing have facilitated contactless workflows, supporting Oklahoma’s remote workforce and enhancing operational efficiency.

Justin’s commitment to digital equity has been evident through Oklahoma’s rise to #2 in the 2023 U.S. Digital Equity State Rankings, reflecting improved accessibility and inclusivity across digital services. His efforts have not only modernized citizen interactions but also positioned Oklahoma as an attractive destination for remote workers and businesses seeking digital-first environments.

Furthermore, Justin’s initiative has translated into tangible economic benefits, such as increased revenue for the State Park System through enhanced online booking capabilities. By digitizing services like RV spot reservations, Oklahoma has improved service accessibility and operational efficiency, demonstrating the business value of digital experience investments.

Through collaboration with over 120 state agencies and industry professionals, Justin has navigated complex IT modernization challenges, fostering a culture of innovation and citizen-centric service delivery. His strategic vision and dedication to optimizing Oklahoma’s digital infrastructure serve as a model for states striving to meet the evolving expectations of residents in today’s digital era.
